| The whole thing is a real estate
scam. They purchase the property at 25% below full market value which
offsets the capital gains to the land owner, pay no takes on the
commission and then resell the property to the Feds (sometimes within 24
hours of close of escrow). If no money is available, they hold the
property until money is appropriated. It is sold to the Feds at 100% of
full market value and the commissions and profit of the Nature
Conservancy is tax-free.
